failure in BATS access_control test suite

Description

Some existing BATS tests are failing, observed while testing the work for to run BATS tests at boot time.

Failure #1: access_control test for "check SELinux enforcing" fails: SELinux reports as 'Disabled' rather than 'Enforcing' when tested by BATS at boot.
Note that running `getenforce` at a terminal later does report `Enforcing`.

Failure #2: access_control test for "no kernel classes/permissions left undefined in the SELinux policy" fails.

These tests were run with the current version of the bats-suite PR #2 applied to master:

and the current version of xenclient-oe PR #1259 applied to launch the tests at boot:
