vhd created with qemu-img convert reports "primary footer invalid: geometry too large"

Description

When creating an image with qemu-img convert. Running vhd-util check reports "primary footer invalid: geometry too large".

Presumably this is because the vhd footer format in vhd-util does not meet the qemu vhd standards.

Environment

OpenXT 9.0.0

Validation Steps

In a Linux Environment run:
1.) truncate -s 1000M test.ext
2.) mkfs.ext4 -T small -m 0 test.ext -b 1024
3.) qemu-img convert -o force_size -f raw test.ext -O vpc test.vhd
4.) copy the image over to an Openxt machine
5.) Run vhd-util check -n /storage/disks/test.vhd
