Guest will never stop trying to start if a disk is provided a bad phys-path

Description

If a guest is given a disk with a bad-phys path, then started, the VM will be stuck attempting to start and does not appear to ever error out of that condition.

Environment

BIOS: 1.9.3 UEFI
OpenXT Stable 9 Build 6524
Windows 10 1809 Guest - Legacy

Validation Steps

  1. Open an elevated terminal

  2. xec-vm -n <VmName> -k 0 set phys-path /fakepath

  3. xec-vm –n <VmName> start
    Expected behaviour: Error message indicating the VM failed to start
    Observed behaviour: No error message after waiting 15-20 minutes

Confirmed in build 6552, OpenXT reports make "Bad Physical Path for disk"
