Passing through a USB PCIe device to a UEFI guest causes the guest display to show static, guest does not boot into windows guest.

Will release note for stable-9, as not enough resources to work it. Fixing this is of interest though.

Does this affect Windows 7 and Linux guests?
What were the target use cases for guest UEFI, i.e why was the feature added to OpenXT? e.g. was it added to support Windows 10 guests with GPU passthrough? If PCI passthrough is dropped from UEFI guests, what will be the remaining target use cases for UEFI guest + OS combinations?
